How to create a GDPR-compliant cookie banner?

From your perspective, cookies are essential for collecting the data necessary for your services and providing the best possible experience for your users (personalizing pages, saving shopping carts, adapting to user geolocation, etc.). From the user's perspective, however, cookies are sometimes seen more as trackers storing their personal information, often without consent.

In light of this, the European Union introduced its General Data Protection Regulation (GDPR) in 2018, requiring all websites that use cookies to ask for user permission before collecting and storing data. In France, the national data protection authority (CNIL) published recommendations in October 2020 regarding the use of cookies and trackers. Similarly, the European Data Protection Board (EDPB) published its own recommendations in 2023.

Among the best practices for consent collection, data protection authorities generally recommend the following:

  • Refusing cookies/trackers must be as simple as accepting them: a “Reject All” option should exist on the first layer of the consent notice;
  • Users must be clearly informed of the purposes of the trackers before consenting and of the identity of all parties using consent-based trackers;
  • Continuing to browse a site without making a choice cannot be considered valid consent;
  • Users should be able to easily withdraw their consent at any time;
  • The website owner must be able to provide proof of consent at any time

Whether in the form of a cookie banner, a full-screen window, or a notification in the corner of the screen, it’s crucial to ask for your users' consent. They can then accept, reject, or redefine their preferences regarding how you use their data.

Spain's first digital bank, ING works with over 4 million customers, placing a strong emphasis in protecting their data. Orange is the number one telecommunications operator in France for internet and mobile, with over 25 million monthly connections to its websites, mobile apps, and TV decoders.


Given the nature of the company’s services, its teams were particularly convinced by our CMP’s cross-device functionality, which allows consent to be collected and stored once across multiple devices. 6 - DDV Mediengruppe

DDV Mediengruppe is one of the leading publishing houses in Saxony, faced with the challenge to manage the compliance of its 70 high-traffic websites. As a media companies, the company chose to implement our CMP in combination with a cookie wall to sustain monetization.
