OPCO Santé is a French professional training organization (OPCO) whose mission is to support companies in the continuous training of their employees, in order to meet the evolving needs of their industries. It operates across all areas covered by the healthcare sector, helping professionals stay trained and adapt to the transformations of their roles.
In 2024, over 600,000 of France's 1.3 million employees benefited from training funded by OPCO Santé. Nearly 400 employees are mobilized across France, including overseas territories, to make training a key driver for skills development and adaptation.
As part of the organization’s compliance efforts, Pierre Garel, Digital Project Manager overseeing communication and digital marketing at OPCO Santé, chose to implement Didomi solutions to deploy a consent banner and optimize the group’s data collection. In this article, he shares his experience using Didomi’s tools.
Challenge: Balancing compliance, UX, and digital performance
Before working with Didomi, OPCO Santé faced a growing need to comply with the GDPR and CNIL recommendations.
Consent management was fragmented across the organization’s various platforms, with no centralized interface to effectively oversee the process. This lack of cohesion limited visibility into the impact of cookies and trackers, making it difficult to manage digital initiatives within a fully compliant framework.

Solution: A centralized, customizable, and fast-to-deploy platform
To address its compliance and optimization challenges, OPCO Santé chose to implement Didomi’s Consent Management Platform (CMP) across all its websites. This solution enables them to:
- Manage user consent in a centralized way
- Customize banners according to each site’s visual identity
- Ensure secure data collection and storage
- Continuously monitor and optimize consent rates
The implementation took place in several stages, involving three key stakeholders:
- The DPO at the time of implementation conducted a needs audit, identified existing cookies and trackers, and ensured compliance with GDPR and CNIL guidelines
- Pierre Garel was responsible for configuring the CMP, managing the user experience, and customizing the banners
- An external development team handled the technical deployment in both pre-production and production environments
OPCO Santé initially implemented the solution on a pilot website, with deployment completed in under two weeks. This first phase helped validate the configuration and made it easy to adapt the setup to other environments.
I'm not a coder or a developer, and yet it was very easy to integrate the solution into the website. It’s truly accessible to anyone working in digital, and Didomi’s documentation is very helpful.

Didomi also provided support to the team on more complex technical aspects, particularly around vendors, making it easier to understand and configure the platform at an advanced level.
OPCO Santé undertook a significant customization effort to ensure a user experience that is both compliant and engaging. By integrating CSS files, each banner was tailored to the visual identity of its respective site while maintaining legal compliance. The banner text was adapted to offer clear and straightforward explanations about consent, with easy access to preference settings and equal prominence given to the “Accept” and “Decline” options.
The ability to add CSS files to customize the banner is especially convenient: it allows us to design a banner that’s fully tailored to our needs while staying compliant with the CNIL recommendations.

Results: +20 percentage points in consent rate in less than a year
The efforts led by OPCO Santé, particularly by Pierre Garel on banner customization, resulted in highly significant outcomes. In just a few months, the overall consent rate across the different websites rose from 50% to 70%, with even higher peaks depending on the audience.
For example, on the “Diplômés de la vie” website, the consent rate rose from 68% in March 2024 to 82% by the end of December, demonstrating the tangible impact of a rigorous UX approach and clear messaging.
By comparison, average consent rates observed in sectors such as education or public services typically reach around 71% in Europe. OPCO Santé therefore exceeds these benchmarks, validating the effectiveness of its personalization strategy and focus on message clarity.

At the same time, the teams observed a significant time savings in the day-to-day management of banners, particularly thanks to the ease of updating Didomi’s CMP.
I recommend Didomi primarily for its privacy expertise and its ability to provide proactive regulatory monitoring, particularly regarding the GDPR and CNIL guidelines. The interface is intuitive and easy to use, and the support throughout the project was excellent.

But beyond the numbers, the main goal remained to enhance transparency throughout the user journey.
Thanks to the rewritten consent messages and a more intuitive design, users now clearly understand why their data is being collected. This allows them to give more informed consent, strengthening the trust between OPCO Santé and its audience. Pierre Garel also observed an increase in time spent on the websites following the rollout of the new banners.
